Job Purpose Statement:

  • Head of Anti Money Laundering (AML) and Counter Terrorism Financing (CTF) champions a culture of crime prevention and good financial monitoring across the business to ensure that it complies with its AML legal and regulatory obligations as well as internal policies and procedures - maintaining legal and ethical integrity. 

  • They will support the business to make decisions and deliver a service that protects and enhances the reputation of the company.

  • The Head of AML & CTF is expected to support the CRO in providing effective risk management in a highly regulated and fast paced environment and enable the business operations to effectively and efficiently manage financial crime risks across all aspects of the business, this will include (but not limited to):

    • Develop and manage the company’s AML policy

    • Design and maintain effective AML risk assessments

    • Direct responsibility for the AML function

    • Develop and report on key AML risk indicators

    • Implement robust and effective due diligence procedures in respect of all aspects of AML requirements

    • Manage timely and accurate reporting for all aspects of the AML function and money laundering reporting requirements.

  • The role will be focused on raising awareness and providing advisory for AML & CTF regulatory aspects of the business, ensuring best practice is followed and adhered to and that risk is minimised.

  • The role will be a key contact for senior managers, other business stakeholders, external industry bodies and law enforcement. 

  • The Head of AML & CTF is responsible for ensuring that the business has the requisite knowledge and understanding to ensure it complies with all relevant AML and CTF regulations.

  • Operating with effective Know Your Customer (KYC) processes to ensure that customers are only spending what they can afford is key to any gambling licensed business and the Head of AML & CTF will be expected to lead on ensuring that KYC best practices are developed and applied.

  • As the Company’s Money Laundering Reporting Officer (MLRO) the role includes responsibility for identifying potential threats to the company and fulfilling its legal reporting requirements. 

  • The role also includes responsibility for the company’s anti-bribery and corruption policy and providing subject matter expertise and advice to senior stakeholders and department heads on developing policies and operating frameworks that include any element of AML related requirements.

Skills and Knowledge

Entry Requirements:               

  • Minimum 3 years experience in a similar role, ideally within the Gambling industry.

  • An excellent knowledge of anti-money laundering and counter terrorist financing risk mitigation measures.

  • Proven track record in developing anti money laundering related policies and operating procedures.

  • Ideally, a valid Gambling Commission personal management licence holder.

Essential:

  • Knowledge of AML Laws and Regulation and MLRO requirements, including the requirements relating to the UK Gambling Act 2005 and the Gambling Commission’s License Conditions and Codes of Practice (non-remote).

  • Strong knowledge of regulatory frameworks and risk mitigation strategies.

  • Understanding of Data Protection requirements.

Desirable:

  • Knowledge of the UK Gambling Act and Gambling Commission’s License Conditions and Codes of Practice (remote).

  • Understanding of the Gambling Commission’s License Conditions and Codes of Practice relating to Social Responsibility requirements.

  • Awareness of gambling industry related third party organisations and trade associations, e.g., GAMLG and the British Gambling Council.

  • Understanding of gambling products.

Key Responsibilities

  • Anti-Money Laundering.

  • Responsible for the supervision, delivery and monitoring of the day-to-day operation of the AML risk – based procedures.

  • Ensure compliance with all relevant legal and regulatory obligations and disseminating all AML policies procedures and risk assessments.

  • Promote employee awareness of their AML obligations, who the nominated officer and deputy officer are and their role and responsibilities.

  • Give employees clear guidance on spotting suspicious activity and reporting it.

  • Undertake regular random analysis of transactions and procedures.

  • Take responsibility for all key event reporting and liaison with The Gambling Commission in relation to compliance with all aspects of The LCCP.

Compliance

  • Assisting with the compliance processes and, or procedures to be implemented in order to ensure full compliance with legislative requirements.

  • Assisting with Customer Due Diligence and Enhanced Due Diligence procedures.

  • Assisting with the day-to-day compliance of the company in all other matters.

  • Compiling all due and enhanced due diligence documentation.

  • Ensure Responsible Gaming is an integral part of daily operations in everything from customer service to marketing and technical enhancements.

  • Take ownership of strategies, procedures and driving different projects relating to Responsible Gaming.

  • Ensure and uphold full compliance with all relevant licensing and regulatory authorities.

  • With Operational Management promote awareness of Responsible Gaming issues throughout the organisation.

  • Proactively, and alongside management, prevent gaming addiction along with offering the very best service and tools to customers in line with the company’s Responsible Gaming Policy and procedures.

The Company

A leading Casino Operator is seeking a Customer Verification Manager for a 3 - 6 month Fixed Term Contract.

 

The Role

  • The primary responsibility of this role is to perform AML/KYC due diligence on new and existing members, financial crime investigations and undertake other related compliance related activity, to help the company secure compliance with relevant law and regulation.

 

Anti-Money Laundering

  • Undertaking timely, efficient and accurate DD checks of new and existing members, ensuring decisions are fully reasoned and that all supporting documents are maintained

  • Ensuring that DD cases are reviewed within agreed time lines and adhere to strict quality guidelines

  • Performing ongoing monitoring of the company’s customer base, including PEP, Sanction and Negative Media screening and analysing the results to eliminate or confirm matches

  • Overseeing the customer screening programme, addressing potential “matches”, providing clear recommendations as to when a customer’s membership should be terminated

  • Providing accurate input and maintenance of key data which underpins DD, such as legal entity name, address/contact details, type of business in relation to legal entity type, any linked parties to transactions etc.

  • Preparing robust KYC and Player Protection management information for to the management team/Board

  • Communicating professionally and confidently with stakeholders including operational colleagues, gaming managers, cash desk and customer relations

  • Helping to ensure that the work of the KYC team is in line with relevant law/regulation, guidance and best practice

 

Social Responsibility/Player Protection

  • Working as part of the compliance programme, to monitor customers and identify those who may be vulnerable

  • Raising concerns about relevant customers early, so that the appropriate remedial action may be taken in line with the social responsibility programme

 

General Compliance

  • Undertaking audit activity to assess adherence to agreed compliance policies and procedures

  • Participating in ad hoc and project work as required e.g. remediation projects, process enhancements etc.

 

Technical Knowledge

  • At least 2 years proven experience of undertaking KYC analysis

  • Proven experience of undertaking financial crime investigations including, the reporting of SAR’s

  • Proven knowledge of legislation including Money Laundering Regulations, POCA, the Terrorism Act etc.

  • Understanding of key KYC inputs including company balance sheets, financials, annual returns etc.

  • IT literate, confident in using MS Office, in particular Excel and SharePoint

  • AML Certification (completed or in progress) desirable

The Role

Our client seeks a Compliance Manager to take on all aspects of casino compliance.

This will include the current hot topics of Anti Money Laundering (AML) and Know Your Customer (KYC) as well as implementing the incoming affordability rules, and all other elements of regulatory compliance within UKGC Legislation.

 

  • Lead and Manage the existing Compliance Team, including dedicated MLRO and Social Responsibility Officer

Job Purpose

  • Manage the Customer Verification team, and playing a leading role in the creation, implementation and delivery of policy to ensure that (AML), (CTF), (KYC) and Sanctions regulatory requirements are met at the on-boarding stage of new relationships and then continued during in-life management of relationships.

  • Act as the AML and financial crime lead ensuring that all areas of the business are compliant with relevant law and regulation.

  • To engage with staff across the business to ensure they have the skills and knowledge to best protect the business and its customers.

  • To engage with members (as required) to advocate for the policies and procedures adopted to secure compliance.

Key Responsibilities

Policies and procedures

  • Working with the Compliance Director to the creation and implementation of AML, KYC & Sanction rules including those relating to (PEPs)

  • Developing and delivering the financial crime policies and procedures to enable its compliance with regulatory requirements

  • Maintaining processes and procedures for EDD for high risk customers, as agreed with management and the MLRO and ensuring that a clear audit trail is maintained

  • Ensuring that AML, CTF, KYC & Sanctions related policies and procedures are complete, fit for purpose and reviewed annually in liaison with the MLRO

Advisory

  • Working with and advising the compliance director on AML activities, with recommendations or otherwise on the AML status of active customers

  • AML, KYC, CTF, PEP and Sanctions subject matter expert for the business and providing sign off to Customer Risk Assessments (CRA) drafted by the KYC team

  • Ensuring that clear and verified information on application ownership structures, including ultimate beneficial ownership, source of wealth are available and retained for audit & regulatory review purposes

  • Providing AML, KYC, CTF & Sanctions expertise to review new and amended regulation and legislation, to help highlight and implement requirements for the business.

  • Conducting gap analyses and making appropriate recommendation to remediate against AML, KYC, CTF & Sanctions regulatory requirements

  • Ensuring that financial crime intelligence is shared between all parts of the business

  • Liaising with and observing the requirements of the MLRO and supporting team in respect of all AML CDD, PEP and sanctions issues and requirements

Training

Reporting

Ongoing Monitoring

  • Undertaking daily checks of the KYC team’s work to ensure that decisions are of a consistently high quality and that any remedial actions required are identified and implemented in a timely manner

  • Monitoring and policing completion of all CDD/EDD requirements on approved cases with related conditions precedent

  • Ensuring that on-going alerts such as adverse media, PEP and sanctions hits and persons of special interest are reviewed on a timely basis and appropriate action taken

  • Maintaining, monitoring and executing periodic reviews to ensure that AML policies and controls are being observed

  • Reviewing business performance against SLAs, reporting non-compliance and devising and executing corrective action

Investigations

  • Leading the business with all AML, KYC, CTF & Sanctions related enquiries, including advising on the requirements of the appropriate regulatory regimes and resolving case related enquiries

  • Assisting with internal investigations in relation to SARs and implementing the AML compliance frameworks

Line Management

  • Manage the KYC team, ensuring all tasks, duties and responsibilities are handled in a timely, professional, accurate manner and consistently high quality manner

  • Continuous development for less experienced members of the team on financial crime and keeping oversight of the investigations and reviewing the worked cases

Risk Management

  • Using AML knowledge and experience to ensure the business is better protected from customers using the proceeds of crime

  • Liaison with staff across the business on AML, KYC, CTF and Sanctions related matters and establishing close working relationship with the KYC team

  • Building and maintaining strong relationships across the sector with external partners

  • Providing the business and its senior management with guidance and advice related to financial crime regulatory requirements

Knowledge/Experience:

  • A minimum of 5 years’ experience in a compliance/financial investigatory role

  • Detailed knowledge of the UK AML, KYC, CTF & Sanctions (and where applicable, overseas) regulatory regime and requirements

  • Knowledge of SAR’s and law enforcement requirements

  • Experience of dealing with and identifying money laundering techniques and its associated crimes

  • Experience of undertaking and leading financial crime investigations

  • Enhanced knowledge of AML, CTF and Tax evasion

  • Knowledge of overseas AML high risk and non-equivalent countries and territories

  • Practical knowledge and experience of commonly deployed anti money laundering systems

Qualifications:
